American companies are trying to compete globally, but U.S. tax policy is making it harder for them to hire Americans abroad.

That is the message from AmCham Saudi Arabia in a new open letter to Congress calling for residence-based taxation for Americans overseas. They say that citizenship-based taxation is not only a personal burden for Americans living abroad. It is also a business problem.
